TAQA Morocco and Moeve Secure Land Deal to Kick‑Start Morocco’s Green Hydrogen and Green Ammonia Project

TAQA Morocco and international clean‑energy group Moeve have signed a preliminary land‑reservation agreement with the Moroccan government under the Morocco Green Hydrogen Offer. The deal clears the way for feasibility studies on a large‑scale project that will produce green ammonia and e‑fuels, with renewable power supplied by TAQA and e‑fuel production and marketing handled by Moeve at the Jorf Lasfar port. The partnership is seen as a strategic step toward decarbonising Morocco’s industry and heavy‑duty transport, leveraging the Dakhla‑region site for power generation and positioning the country as a future hub for green molecules.

Land‑Reservation Deal Paves Way for Morocco’s Green Hydrogen Ambitions

TAQA Morocco, a leading player in the Kingdom’s energy, water and infrastructure sectors, and Moeve, an international group dedicated to sustainable energy and mobility, announced the signing of a preliminary land‑reservation agreement with the Moroccan government. The pact is part of the Morocco Green Hydrogen Offer and clears the path for detailed feasibility studies on a large‑scale project focused on green ammonia and industrial e‑fuels.

The planned facility will be sited in the Dakhla region, where TAQA will supply the renewable‑energy components required for production. Moeve will oversee the synthesis, marketing and export of the e‑fuels from the Port of Jorf Lasfar.

Consortium Structure and Responsibilities

  • TAQA Morocco – responsible for generating and delivering the renewable electricity needed for the electrolyzers and related infrastructure.
  • Moeve – in charge of converting green hydrogen into green ammonia and other e‑fuel products, and handling their commercialization.

The project was selected by the steering committee of the Morocco Green Hydrogen Offer and now moves into a critical phase: the launch of feasibility studies.

Abdelmajid Iraqui Houssaini, Chairman of the Board of TAQA Morocco, said: "This strategic partnership with Moeve will help us advance our decarbonisation agenda and support green mobility by developing essential hydrogen‑derived products for industry and transport."

Maarten Wetselaar, CEO of Moeve, added: "This agreement marks a major milestone for scaling up green‑molecule production in Morocco. By combining our green‑fuel expertise with TAQA’s robust renewable‑energy capabilities, we are laying the foundation for a project that will accelerate the decarbonisation of heavy industry and transport."
