Digital Leap: BAD Grant Supercharges Morocco’s InsurTech Inclusion Drive
The African Development Bank (BAD) has awarded a grant to Morocco’s Insurance and Social Provident Authority (ACAPS) under the Africa Digital Financial Inclusion Facility (ADFI) to widen access to insurance for vulnerable groups—especially women and youth. The funding will promote InsurTech innovation, tailored product design, and regulatory modernization, reinforcing Morocco’s National Financial Inclusion Strategy and helping embed insurance as a tool for economic resilience.

The African Development Bank (BAD) has approved a targeted grant to Morocco’s Autorité de Contrôle des Assurances et de la Prévoyance Sociale (ACAPS) to accelerate financial inclusion across the insurance sector, with priority given to vulnerable populations—particularly women and youth. Disbursed through the Africa Digital Financial Inclusion Facility (ADFI), the grant is designed to catalyze innovative technology use and foster solutions tailored to underserved groups, ACAPS reported.
Implementation will focus on developing InsurTech-driven solutions and market-wide capacity-building so insurers can offer more accessible, transparent, and relevant products. The initiative aims to remove barriers tied to affordability, awareness, and usability while integrating efficient digital insurance technologies. Traditional operators will receive methodological and technical support to modernize and adapt to evolving market dynamics.
Anchored within Morocco’s National Strategy for Financial Inclusion (SNIF), this effort is expected to strengthen protection and economic integration for target groups via inclusive, diversified insurance offerings. It will also support regulatory adaptation and stimulate new distribution channels—key for scaling responsible coverage nationwide.
“This grant marks a pivotal step in advancing digital innovation and financial inclusion in the Kingdom,” said Achraf Tarsim, the BAD’s Morocco Country Manager. Abderrahim Chaffai, President of ACAPS, added that the partnership continues the push for an inclusive, innovative, and policyholder-centric insurance sector, while accelerating transformation through InsurTech development.
As a cornerstone financier of Africa’s development, BAD centers financial inclusion within its economic and social transformation agenda. Since 1978, the BAD Group has mobilized nearly US$16 billion for over 150 projects and programs in Morocco spanning transport, social protection, water and sanitation, energy, agriculture, governance, and finance.
