The Moroccan government unveiled the draft Finance Bill for the fiscal year 2027, aligning its agenda with the high‑level directives delivered by His Majesty King Mohammed VI during the Throne Day celebration.

Four Strategic Priorities

  • Consolidate economic gains – reinforce Morocco’s position among emerging nations by building on recent growth achievements.
  • Upgrade territorial development – address social and spatial disparities through an integrated, territory‑wide development approach.
  • Strengthen the social‑state pillars – continue deep structural reforms that bolster welfare, health, and education systems.
  • Preserve public‑finance balance – ensure fiscal sustainability while mobilising the resources needed for the Kingdom’s development projects.

“The 2027 Finance Bill reflects the consolidation of Morocco’s achievements and the mobilisation of financing necessary for every project launched by the Kingdom under the enlightened guidance of His Majesty the King, may God protect him,” the governing note reads.

The bill also re‑affirms its alignment with the Royal Vision for a renewed economic, social, and environmental model – one that balances ambition with realistic means, safeguarding the long‑term stability of public finances.

Political Context

The note highlights that the forthcoming parliamentary elections on 23 September are a decisive milestone for restoring public confidence and renewing the social contract between citizens and their elected institutions.

These elections are portrayed as a further step in cementing the societal project championed by the King and as a catalyst for the Kingdom’s continued upward trajectory.
