CTM and Transdev Morocco Seal Strategic Alliance to Boost Urban Bus Networks
The CTM Group and Transdev Morocco have formalised a 51‑49 joint‑venture partnership across their Issal subsidiaries in Fez, Tangier and Tetouan. The alliance will operate fresh fleets of up to 323 buses, manage delegated‑service contracts for urban and peri‑urban routes, and dovetails with Morocco’s 11 billion‑dirham public‑transport modernization plan for 2025‑2029. The deals, approved by the Competition Council, run for ten years and signal a major push to upgrade bus services in 37 Moroccan cities.

Strategic partnership formalised
The CTM Group and Transdev Morocco have officially sealed a strategic partnership through their jointly‑owned Issal companies in Fez, Tangier and Tetouan. CTM holds a 51 % stake while Transdev Maroc owns the remaining 49 %.
Scope of the joint ventures
Issal entities are tasked with developing and operating urban and peri‑urban public‑transport networks across Morocco. The partnership received clearance from the Competition Council on 8 June 2026.
Current operations and fleet targets
- Tetouan: Service launched in November 2023, aiming for a fleet of 194 brand‑new buses.
- Fez (Issal Fez): Operating since September 2025 with 149 new buses; a Bus‑Rapid‑Transit (BRT) project is under study.
- Tangier (Issal Tangier): Running since December 2025 with 216 buses, with a target of 323 vehicles including a BRT line.
All three contracts run for a ten‑year period and are awarded under delegated‑management agreements from local authorities, overseen by the Ministry of the Interior.
Alignment with Morocco’s transport modernisation plan
Morocco is executing an ambitious 11 billion‑dirham programme (2025‑2029) to modernise bus‑based public transport in 37 cities. The plan, jointly driven by the Ministry of the Interior and regional governments, aims to raise service quality, reliability and environmental performance.
CTM’s broader diversification strategy
Celebrating more than 107 years in Moroccan mobility, CTM has expanded beyond land transport into maritime services via Africa Morocco Links and now deepens its urban‑transport footprint. Today CTM operates over 100 routes, a fleet of more than 800 road vehicles and seven ships.
These developments position CTM and Transdev Maroc as key players in the next wave of public‑transport upgrades across the kingdom.
