CTM Partners with Transdev Morocco to Speed Up Urban Transport Growth
Moroccan transport leader CTM has formalised a strategic partnership with Transdev Morocco, creating three joint ventures—Issal Fez, Issal Tangier and Issal Tetouan—that will operate urban and peri‑urban bus networks for the next decade. The collaboration aligns with a nationwide 11 billion‑dirham bus‑modernisation programme, positioning CTM for stronger revenue growth and a broader role in the country’s mobility ecosystem.

Strategic partnership confirmed
The CTM Group has formalised a strategic partnership with Transdev Morocco, reinforcing their footprint in Moroccan urban and peri‑urban public transport through the joint ventures Issal Fez, Issal Tangier and Issal Tetouan. CTM holds 51 % of each JV while Transdev owns the remaining 49 %.
Regulatory approval
The arrangement received clearance from the Moroccan Competition Council on 8 June 2026.
Scope of the collaboration
The three JVs will operate bus networks awarded by local authorities under delegated management contracts overseen by the Ministry of Interior. Current operations include:
- Tetouan: Service started November 2023 with a target fleet of 194 brand‑new buses.
- Fez: Issal Fez has been running a fleet of 149 new buses since September 2025 and is evaluating a Bus‑Rapid‑Transit (BRT) project.
- Tangier: Issal Tangier began operations in December 2025 with 216 buses, aiming for 323 vehicles including a BRT line.
Each contract runs for ten years.
National bus modernisation programme
Morocco is rolling out an 11 billion‑dirham public‑bus modernisation plan (2025‑2029) led by the Ministry of Interior and regional authorities. The programme targets 37 cities, aiming to improve service quality and network performance.
CTM’s diversification strategy
With more than 107 years in Moroccan mobility, CTM has broadened its activities beyond road transport to maritime services through Africa Morocco Links and to urban transport. Today the group operates over 100 lines with a fleet of more than 800 vehicles and seven vessels.
