Morocco’s Office des Changes Introduces SARF
Effective from June 15, 2026, the Office des Changes (OC) has deployed SARF, a fully digital system designed to manage foreign‑exchange operations with speed, security and full traceability.
To ensure a smooth transition, the OC conducted an extensive training campaign across all regions of the Kingdom. The programme targeted currency‑exchange firms, providing hands‑on workshops, video tutorials and step‑by‑step guides that explain how to access and operate the new platform.
Support & Assistance
A dedicated support unit is on standby during the rollout phase, offering real‑time assistance to operators. Complementary educational material—including explanatory videos and detailed user manuals—are available on the OC’s portal.
Key Functionalities
- End‑to‑end management of buy‑sell currency transactions for clients.
- Automatic generation of transaction vouchers (bordereaux) linked to each operation.
- Built‑in compliance tools to bolster vigilance against money‑laundering and terrorism financing (AML/CFT).
The platform’s compliance module helps operators meet the heightened anti‑money‑laundering standards set by the OC, reinforcing both traceability and supervisory oversight.
Strategic Alignment
SARF is a concrete step in the Office’s 2025‑2029 strategy, which prioritises tighter control, greater transparency and stronger support for the currency‑exchange market. By digitising the workflow, the OC aims to improve operational efficiency, enhance regulatory compliance and provide a more reliable environment for foreign‑exchange activities.
For further information, operators are encouraged to consult the OC’s official communications channels.
